Meet the judges

Renea Louie, chief operations officer, Pro Group Captive Management Services
Renea Louie joined the Pro Group family of companies in 2005. She is the chief operations officer for Pro Group Captive Management Services (PGCMS) and has extensive experience and knowledge of the alternative risk transfer industry and business management and growth. Prior to joining Pro Group, she held top level executive roles in the high-tech industry. She is based at the corporate headquarters in Carson City, Nevada.
Louie has 35 years’ experience in senior management, operations, IT, marketing, administration, and corporate affairs. She is responsible for the day-to-day operations and oversees and manages marketing, underwriting, accounting, audit, risk management, client and regulator relations, client acquisition & retention, regulatory compliance, government affairs and corporate communications and standards.
Louie has served as a board member of the International Center for Captive Insurance Education for two terms totalling six years and continues to serve on the marketing committee. She is the current Western Region Captive Association co-chairman and board member, the Nevada Captive Industry Council director and officer and Oklahoma Captive Insurance Association director.
She has just completed her term as chairman of the board and elected director of the global CICA with five years of service as an officer serving as the secretary/treasurer of the global organisation and vice chairman of the board before ascending to chairman of the board; she is now immediate past-president.

Sandy Bigglestone, deputy commissioner of the Captive Insurance Division, Vermont Department of Financial Regulation
Sandy Bigglestone is deputy commissioner of the Captive Insurance Division of the Vermont Department of Financial Regulation. She is responsible for the administration and regulation of captive insurance companies and risk retention groups.
Having been with the division since 1997, Bigglestone has 25 years of experience regulating captive insurance. She was appointed as deputy commissioner effective September 1, 2022, after serving as a principal staff member to her predecessor for 14 years.
Bigglestone is a Certified Public Accountant, Certified Financial Examiner, a Certified Public Manager with the State of Vermont, and earned an Associate Professional in Insurance Regulation designation from the National Association of Insurance Commissioners.
In 2018, Bigglestone was a recipient of the Women to Watch Award presented by Business Insurance for her leadership, expertise, and accomplishments in the captive insurance industry.

Gary Osborne, vice president, Risk Partners
Gary Osborne joined Risk Partners as vice president of alternative risk programmes in 2018. Osborne has 37 years of captive insurance experience having worked in four different domiciles (Bermuda, Vermont, Hawaii and South Carolina). He has been involved in writing parts of the captive laws in South Carolina and Tennessee and has previously been a faculty member of International Center for Captive Insurance Education.
Osborne’s career began in 1982 on the audit staff of Deloitte Haskins and Sells, followed by senior auditing role at PwC. He then enjoyed progressive responsibilities while managing captive portfolios at Marsh & McLennan (Bermuda) and then Johnson & Higgins (Vermont). Osborne was then hired by Sedgwick to establish a captive management operation in Hawaii. After Sedgwick outsourced captive management to USA Risk Group 1995, he held various management positions there, including president from 1995 to 2018. Osborne was responsible for all aspects of company operation including expanding the company through acquisitions, overseeing captive management, financial operations of the company.
Osborne has often been featured in captive and other industry publications. He has been very active in industry trade associations, including Hawaii Captive Insurance Council (conference chair and treasurer), National Risk Retention Association (director and currently government affairs committee), Tennessee Captive Insurance Association (director), South Carolina Captive Association (currently chairman), and a member of the CICA task group for publication of Captive Insurance Standards for Service Providers.
Osborne has also been recognised by the Tennessee Captive Insurance Association as the Jim Hinton Volunteer of the Year and by the Vermont Captive Insurance Association with its Industry Service Award.
